Restrict Suppliers from being seen on Create Requisitions Page

On the eProcurement "Create Requisition" page, Is there a way to have User-1 to see Supplier Website A, B & C, but have User-2 to only see Supplier Website A & C (not B)?

In other words, I only want certain users to be able to see and click on the punchout link for Supplier Website B. We don't want all users to be able to order from this Supplier, only certain users.

For now, my "work-around" is to have a notation next to the Suppliers Link (Ex: Supplier B ---- Restricted Access").
