SDM cluster issue with latency?

Hello,

we have a problem with SDM cluster because one of the nodes (nnc server) goes down often. It looks as if when the database sync is lost a cluster is shuting down. Are there any specefications on what requisits network must comply in order to prevent this sync issues to happen? Workaround with starting nnc manually is not good enough for our client and I need to convince him that the issue is his network and not SDM.
