Migrate Weblogic 12.1.3 from RHEL 5.11 to RHEL 8

We would like to upgrade our Linux OS from RHEL 5.11 to RHEL 8. 

However based on the compatibility matrix from Oracle website, this is highest Red Hat OS version supported:


OSVERSION: Red Hat Enterprise Linux 7

OS Update Type: Update Level

OS Update Level: 0+


Questions:

1) What does Update Level: 0+ indicates? Does it support all version for RHEL 7? 

2) What is the risk and implication if we proceed to upgrade to RHEL 8? What is your recommendation?
