Ability to set up data security on requisitions at the row level?

Is it possible to use Functional Developer to create or use an object so that I can restrict the requisitions that are visible in iProcurement? I need to have very specific rules set up with project/org information. My goal is that when someone goes into iprocurement home page and do a search that only a subset of requisitions will be visible.
