Not Generating Draft Revenue & Invoice not processing

we are using Project contract and using Delivery based billing and setup the Funding workbench for the contract line for Task with Fund Type : Fixed Price, i have Baselined the revenue budget, i am using Distribution Rule : Work/Event

for Delivery Based billing i have setup the Manual Event

i have setup the Hard Limit for Revenue and for Invoice

when i ran the PRC: Generate Draft Revenue for a Single Project is not processing Draft Revenue

Reason for not processing : Hard Limit
