EBS 12.1.3 - Oracle Payroll - Payroll Process only Using Some of its Threads

Last night when the payroll process kicked off, it processed using only 5 threads. the process started with 24 slaves but majority of them finished in less than a minute. 

​How can we make sure the process uses all the threads? If left this way it will take the process much to long to complete.

Any suggestions?
