Login Failed On JDeveloper

Hi Folks,

Getting login Failed pop up while adding value object on JDeveloper 12c.

The same is working fine with JDE id but having the issue for individual id.

TR - 9.2.4.9

JDeveloper 12c 12.2.1.3

I have checked below document but no luck. Kindly suggest
