Interactive report download data discrepancy

We are on 18.1

I have an interactive report that displays data as per the filters supplied to it. There is no issue with this. However, when we use actions-> download, it downloads only partial data.

When analysed further, noticed that the filter page item has a default value. The data downloaded from the interactive report is always as if the default value is supplied to the filter item, not the actual data being displayed on the screen.

Test application 'Application 68657 - IR export discrepancy' at apex.oracle.com if someone wants to have a look .
