UBE unable to read a text file from IFS using B76B0220

UBE is using B76B0220 -Fetch Next Line From Flat File to read the data from iSeries IFS Folder. Although I am able to open the text file with file pointer = 1001, the BSFN is not returning any data on the Read action - ERRC=1 & idFilePtr  = 0. 

I used the Unicode Flat File Configuration application P93081 to create a record that specifies the character set (IBM-37), the PID|Default, user/role=*PUBLIC and the environment= *ALL. The BSFN still will not read the text file. See the file attachments.

Please give suggestions to resolve the issue.
