Oracle 19c: default RESOURCE_PLAN after upgrade to 19c

Hi all,

we have upgraded several database from Oracle 12c to 19c (19.8.0.0.0). With one of these databases did we have the issue that the parameter RESOURCE_MANAGER_PLAN was not set correctly. Before the upgrade we haven't set this parameter - after the upgrade the parameter was set to: SCHEDULER[0x4ACD]:DEFAULT_MAINTENANCE_PLAN

I was wondering why the parameter RESOURCE_MANAGER_PLAN was set up after the upgrade to this value - we haven't experienced this behavior before when upgrading the other database. I know that the DEFAULT_MAINTENANCE_PLAN is a default value for the resource plan. It's easy to unset the RESOURCE_MANAGER_PLAN - the issue/question is related to why was it set to this value at all? Since it wasn't set before the upgrade why was it set after the upgrade?
