Payables - Inventory Org

As part of the Payables Financial Options setup, an Inventory org is required on the Supplier-Purchasing tab. Can the other tabs be configured initially (excl the Supplier-Purchasing tab i.e. Inventory Org) and at a later point add the Inventory org?

N.B. So far the only module implemented is the General Ledger. Currently the Payables module is being implemented.
