Is there a Short Tax Year configuration and usage white paper?

We are trying to find a white paper on the configuration and usage of short tax years for version 12.2 of Oracle EBS Asset. We have seen such documents referenced in Oracle Communities and Oracle Support, but links are dead. Even if we key in the document # in a search nothing is returned. Does anyone have a good document # for such a white paper?
