wf_role_hierarchy.addrelationship is returning Error :Could not fing program unit being called.

Trying to assign ECC role to a responsibility using wf_role_hierarchy.addrelationship. When i am calling the API,it is throwing error: ORA-06508: PLSQL: Could not fing program unit being called.

Checked in all_objects table.It is in Valid State.
