On Hand level material status_Oracle Apps R12

I would like to know about material status at onhand level. We have a requirement to have on hand level status. We want to quarantine material till inspection is done. So want to have lot, serial, on hand level material status control. Item with No Control (No lot, no serail controlled) to hold/quarantine till inspection is completed.

Can sub/locator have few quantity of item active and few available to transact based on on hand level status?
