Second Year-End ACA IRS Reporting Patch, details on transmittal data phone validation bug?

Where can a detailed description for Bug 32016344 "ACA TRANSMITTAL DATA: REACTION TO PHONE VALIDATION" be found?

After searching HEUG and Oracle Support for a while, then downloading Patch 31640745, all we can find to explain that bug is "Patch 32016344: Implemented tools uptake Phone and Email validations for ACA Transmittal Data."

There is no information that helps us determine what that means or if the problem exists in our data/XML files. No other bugs in the second year-end ACA patch apply to us, so ideally we do not want to apply the patch before uploading to the IRS.
