Leave Accrual - First Year Award Values

We set up a new leave plan to only give new hires 80 hours of leaves starting in the month they were hired. It seemed to have worked fine for January but has not for February or March.


Does it matter if they are a new hire or a rehire? Please see the image attached on how it is set-up
