Siebel Upgrade - Upgrep Failing at Table and Indexes step

Hello,

We are upgrading from Siebel 16.19 to 20.12 and at the step of running upgrep in Dev environment. It is failing at tables/indexes step.

Please assist us in investigating this issue.

Our database is - Oracle Database 19c Enterprise Edition Release 19.0.0.0.0 - Production which is compatible with Siebel 20.12

We have also tried with our existing 12c database but it gives the same error.

Already have created an SR with Oracle but have been going in circles with restoring database to older image. Below are the approaches we have taken with the exact same error-

1) 19c database

2) 12c database

3) 19c restored with old database image prior to upgrade
