Connect to idle ASM instance on primary, switchover possible ?

Hi alls,

We have one primary and 3 standby servers managed by DataGuard Broker Oracle 18.3C on Windows Server 2016

I got errors on the primary (srv_b)


Fatal NI connect error 12560, connecting to:
