Ben Admin Snapshot Runs to Success but does not process employees

In a test environment, we ran the Snapshot event to finalize and and after resolving a couple of errors, it ran to Success. Everything seemed fine. However, it has 53,000+ events still in Prepared status but 195,000+ events in Finalized status. When I try to run it again to move the rest through, it runs to Success but does not move any other events along. Does anyone know what might cause this to happen? Thank you.
