Need clarification about Online Patching Enablement Readiness Report patch usage

We're performing a test upgrade, from EBS 12.1.3 to 12.2. One of the first steps, prior to perform the upgrade, we downloaded and applied patch 31026891 (E-BUSINESS SUITE: CONSOLIDATED ONLINE PATCHING ENABLEMENT READINESS REPORT) for 12.1.3, and ran the scripts. Afterwards, we continued with the upgrade steps, and completed the upgrade to 12.2.0, took a backup, and configured the instance.

The next step is to "Enable Online Patching", we completed steps 1, 2 and 3. Step 4 is "Apply the latest Oracle E-Business Suite Online Patching Readiness and GSCC Report Patch", and it reads: "You must apply the Oracle E-Business Suite Online Patching Readiness and GSCC Report Patch (Consolidate Standalone Readiness Report Patch) applicable
