Enterprise Learning Management - Mandatory Learning not choosing correct empl_rcd

Wondering if anyone else has experienced this issue: A query based learner group was created excluding specific job criteria (excludes all Hourly empl_type). When the learner group is populated, and a learner has multiple jobs, only the job that is not Hourly will appear. This means the learner group is populating correctly. However, when mandatory learning enrollment runs, the process picks up the FIRST empl_rcd it finds, regardless of what empl_rcd was populated in the learner group. The FIRST empl_rcd found happens to be an HOURLY job. I'm puzzled as to why the mandatory learning
