when / why does R12803 program over-write USER for some transactions but not all? in F0911

The Program ID (PID) - R12803 is ran at month end and will update the User ID (USER) field with the person processing this Fixed Asset Identify Entries batch across most journal entry transactions. But there are some journal entry transactions that are not over-written by the Original Batch Poster.  Why?

I checked on Oracle , there is bug in 9.0 and 9.1 for the same - Doc ID 1922574.1 but not for 9.2

We are using JDE 9.2 Enteprise One

Tools Release - 9.2.4.4
