Need help on Payroll fast formula

EBS Ver: 12.2.8
DB Ver: 12.1.0.2.0
We have an element with classification type Pre-Tax Deduction. A fast formula of type Payroll is associated with this element and the value gets calculated by this fast formula. But this is creating an issue when there is no earning element for the employee in any of the pay period as the total deduction is becoming greater than the employee earning making the payroll run to complete in error (Negative Salary value).
We want to put a validation to check the employee net salary and the deduction will only happen when the net salary is greater then the deduction value otherwise it will return zero. Please let me know how I can achieve this? Is there any database item I can use to put this logic? Or else please let me know any other logic which can be used in this scenario.
