Fluid Job Summary Page - View Only mode

We are on 9.2 implementing PUM 36 and Fluid Job and Transaction Summary.

Is the Summary only meant to show changes on the record while it's being updated? I tested with the delivered role HR View Administrator and someone with full HRIS access, but looking at a completed row in View mode says 'No Summary to display'

Is this a matter of setup or is there not a way to review the changes made from row to row in Fluid Job?
