Rule Element field on Enter Time Fluid Page

When supervisors navigate to MSS -> Team Time Tile -> Enter Time, the option to enter in a rule element (specifically rule element 1) field is missing from this page. How can supervisors add Rule Element 1 field to their Reports To Timesheet in the Enter Time Fluid Tile?
