DRM Licensing Question when used as EPMA Replacement

We are in the early stages of implementing EPM 11.2 (HFM & FDMEE). We knew about EPMA going away and that Classic or DRM were our options to deal with metadata. What we didn't understand was that DRM was limited to 5 people... Well, we have over 10 HFM apps, so this is an issue.

Is the 5 user limit actually enforced on the system? I may have to allow more than that while we fight it out with Oracle. My manager is very upset that Oracle would remove a tool that we depended on and then put limits on its replacement or wants us to buy additional licenses.
