Starting/Stopping agents on 2 node RAC cluster

I've inherited an EM 13c cloud control configuration and have no documentation on how it was set up. Its monitoring (among other things) a 2-node RAC cluster physical standby database. The agent versions are both 13.3.0.0.

When I run "emctl start agent" on either node, the agent on both nodes starts simultaneously. Same thing if I stop it on either node. Is that normal? I was expecting I'd have to start/stop them individually on both nodes. At least that's the way it was the last time I used EM GC back in version 11.

Also I see 2 sets of agent binaries on both nodes:
