Problem with Opatch apply

'opatch' is not recognized as an internal or external command, operable program or batch file.

I am trying to apply these patches:

31987852 and 32142294

I am applying them to the live web server that corresponds to the oracle database server. I have already patched the Database server. If I apply these patches to the web server, will the client be patched as well?

also, let me know if I am doing the procedure correctly. The same procedure i used to apply the patches to the database is the same procedure I am using for the web server.

The environment is set up as shown below:
