Scheduling Failed - ATP processing error

I'm trying to book an order and get this error.

Scheduling Failed - ATP processing error

Same item on another order is fine and no error.

The only way I can get around this is to change the ship to customer on the order and then I can book the order fine. Could there be something on the customer ship to record that could cause such an order management error?
