Need to get JDeveloper oracle.studio 12.2.1.3.42.170820.0914

Hi, because JDE Apps are not available on Google Store and Apple Store we need to build the aPK and IPA files. Now I am reading Fusion Middleware Oracle Extensions for Oracle JDeveloper Update Center:

For this I need to download "Mobile Application Framework" version

2.6.2.0.42.200520.0146   compatible with oracle.studio (min= 12.2.1.3.42.170820.0914 , max= 12.2.1.3.42.200520.0146).

How can I get JDeveloper version 12.2.1.3.42.170820.0914 ?

From internet I can get 12.2.1.3.0, then where I can download tne patches for getting the required 12.2.1.3.42.170820.0914 version?
