RTI - Full Payment Submission Process (FPS) 2020/21 - Missing EEs after TYE software

in Payroll and OTL - EBS (MOSC) Question

The above process returns less employees following deployment of the TYE software. Employees with zero net pay and zero gross pay seem to be missing. Is this intentional ? There is no reference to this in the documentation or TYE seminar.
