Marking conflicts as complete did not create record in S_INST_UPG_HIST table

I am doing an upgrade from 16.19 to 20.12 and just finished IRM. I had run FullPublish and realized I did not mark the Conflict Resolution Completed and did that now but it did not create a new record in the S_INST_UPG_HIST table. It doesnt show an option to mark Conflict Resolution complete again.

If I try to run upgphys, it fails at the first step since there isnt any record in the S_INST_UPG_HIST table.

PS: I had no conflicts listed as critical or non-critical to resolve.
