Inactive Position Still Has Reports To Position on Job Data

My client is implementing Position Management. We would like to know if the following scenario is working as designed or not. Changed a Position's status to Inactive and there are still employee's job data records that has that position as the "Reports To". The system allowed for the position to change to inactive without any warning message that the position is still assigned as "Reports To" on employees job data record. Is this behaving as designed? Is there anything that would warn the Administrator that there are still reports to assigned to a position that they want to change to
