Native encryption free to use for all database versions..?

Hi

Here, from 19c release document: https://docs.oracle.com/en/database/oracle/oracle-database/19/dblic/Licensing-Information.html#GUID-AB56CEE3-955E-4E56-8B44-6075E889C283

I see the following statement regarding "Oracle Advanced Security"

Note: Network encryption (native network encryption, network data integrity, and SSL/TLS) and strong authentication services (Kerberos, PKI, and RADIUS) are no longer part of Oracle Advanced Security and are available in all licensed editions of all supported releases of Oracle Database.

Have I understood correctly, that network encryption (native network encryption, network data integrity) is now free to use for all the oracle database versions, starting from let's say 10g, am I correct..?
