Named User Licenses for non-human devices

Oracle RDBMS Enterprise Edition 12G

The licensing documentation states:

 If non-human operated devices such as sensors are connecting to the Oracle Database, then all devices need to be licensed.

 If human-operated devices such as bar code scanners are connecting to the Oracle Database, then all humans operating these devices need to be licensed.

What is the definition of 'connecting'? If devices report to an intermediate server that consolidates the data and sends bulk updates to the database are the devices 'connecting' to the database?

In other words if 10 devices send data to a 1 server which connects to the database and inputs the data is that 1,10 or 11 NUP users?
