Strategic Sourcing XML files - Word downloads, but Excel opens in a new tab. Why?

When a supplier opens an event and clicks on the SCMT XML document, it downloads to their desktop, but when they click on the Excel XML "event bid package", it opens in a new browser tab displaying XML. We would like for Excel XML documents to automatically download so the supplier can then click on the document and open it in Excel without seeing the XML displayed in a new tab. Is there a configuration to meet this requirement?
