Split ACA xml - both rejected. Got one to go through, but can't get other to generate a new xml

There were corrections needed on the first half of the file.  I made those corrections and sent it through as a reissue and it was accepted with errors.  I then sent the second half of the file through for the first time and it came back as rejected.  Tried creating a reissue, but it was rejected also.  There aren't any corrections needed that I can tell.  I have a feeling that it just doesn't match up in sequence with the first half.  Not sure how to resolve this?
