ORA-28374: typed master key not found in wallet

I have a weird case scenario and hope someone could give me some help.

Upgrade ebs 12.1.3 database 12c (12.1.0.2) to 19c (19.9.0.0)

This is a RAC 2 nodes on Linux 7x64

I follow these 2 notes:

I am up to this step in this note (Doc ID 2530680.1)

7.2 Plug in the Non-CDB Database as a Pluggable Database

Here is the script i run:

it failed very consistently at the same location.

$ cd <19c ORACLE_HOME>/appsutil
