Migrating an Oracle 11.2.0.4 DB to Oracle 19c on a new Server - licensing expectations

We have a client that is planning to migrate a production Oracle 11.2.0.4 DB on a server running Windows Server 2008 to Oracle 19c on a new server running Windows Server 2019. We're awaiting confirmation, but we think their existing licensing metric is the "Processor" metric. Their plan is to shut down the old production DB server once the new DB server is ready for use. They've asked us to comment on the licensing expectations for the new server. In particular, if the new server will be identical, processor-wise, to the old server, can the existing license be transferred to apply to the new server?
