Re-install OEM with an existing database?

I had a running installation of Oracle Enterprise Manager 13.4 running and the server hosting the OEM application was deleted. The database and agents still both exist but the application server needed to be rebuild from scratch and there is no backup of OEM.

I need to re-install OEM and I'm wondering if there is a way to do that and still use the existing database and agents. Or, do I need to drop the database and remove the agents and fully start from scratch?
