Restrict Items from creating Sales order

Hi, Request for some suggestions on the below on how it could be achieved ruling out item restriction option as we have already considered the same.

There are some particular items on which we wanted the below scenario to be implemented for sales

"When someone try to place sales order using these specific items then an error along with a message mentioning that "order cannot be created using this item and please contact ****specific person** for approval."
