No IRR Watermark Generated

We are attempting an Incremental Runtime Repository (IRR) migration. In Pre-Production (PPE) environment, it was fine. But in Production, the generated watermark does not the contain the [IRR Watermark] section. Why is this?

In the migration.log, this is what i see:

{"ERROR":"Required in argument 'watermark' not supplied for 'IsSchemaChanged' method in Business Service 'Migration Schema Service'(SBL-DAT-00125)"}

Has anyone encountered this? Looking at the Community for help.
