Issue with ebs services in Oracle 19c and Apps R12.2

Database: 19c. Apps: R12.2.10

Issue:

Reboot server. Database starts OK. Start ebs apps services. All services start OK, no issues so far. Login to apps. Get invalid username/password dialog box.

Solution/fix: Stop apps services. set services using scope. Register services. Reload listener. Don't restart db! Restart apps services. Login to apps. No issues.

We reboot servers every week. Unfortunately have to put the solution/fix to restart services without password error. Similar issue happening in all environments.

Seems to be a 19c pdb service not setting properly after database is restarted.

Hoping to get some suggestions for this tricky problem.
