Best method to restart a dom0

Hi, I have to restart a dom0 where I have a vm that is not processing commands as expected.

We are running X6-2 with Oracle 12.1 RAC two node cluster.

Not sure about the whole process. Do I need to failover the running domU vms (from the bad one) to my second dom0 (the good one) or just let them shut down? If I should just left them shut down I assume I just need to shut down grid and the databases that run on the dom0 (the bad one) and then restart the dom0?

Is it best to restart the dom0 from a cell server? ie CELLCLI> alter cell restart services ms
