'Change' Function on Requisition Summary Form for Purchase Requisition

Hi Team,

"Change" Function in Requisition Summary form(Tools-> Change) does not seem to be enabled for Purchase Requisitions. However this is enabled for 'Internal Requisitions'.

How do we enable 'Change' function for Purchase Requisitions in Requisition Summary form.
