Serial number control with no Inventory

Hi oracle people.

I have a question. I'm in EBS 12.1.3. And I have Inventory shared installed (not fully installed).

We use PO and Receipt and FA.

Is there a way to control items with serial number at PO receipt if we don't use Inventory fully installed?

All of our items are expense now, but we want to start manage items with serial number.

But Inventory is shared installed and I don't see the item attributes on the master items to control serial numbers. Is there a way to control serial number if we don't use inventory?
