Managing Activity Guides - consolidated role listing

We are currently implementing PUM 36 and updating several areas in HCM to Fluid from Classic. Inevitably, there is the front end setup to turn on the Fluid functionality and then we are stopped by access to the Activity Guide. I am finding that you need a different role to access almost every single Activity Guide, and it's not always easy to figure out which role is needed to manage the template.

Can anyone point me to a document that lists the roles needed to access each delivered Activity Guide? Or has anyone taken on the daunting task of compiling it? I have the PSADMIN role in our test environment and that doesn't even give me access to all the guides.
