JD Edwards E1 Embedded BI Publisher- Terms and Conditions on a Purchase Order RTF template

We have a requirement to print T&C on the PO. I have been able to get this to work by having the T&C as a subtemplate within the same RTF and making a call to it.

However we would like to have the T&C on a server and be able to make a reference to it from the main template.

I tried the import statement and then call the sub template as suggested by Oracle document but get an error.
