Issue while updating deployment server toolset

Im facing an issue while updating tools release for deployment server to 9.2.5.1. Once i click update, a popup window appears asking for credentials to connect to SYSTEM data source. Deployment server is in Windows 2016 server standard.

Logs says unable to connect to jdbc:db2:database. I have verified the jar files in all places ( lib folder within the SCFMA and scfmc). JDBJ Bootstrap settings for home instance are in place as well. checked the class path in deployment server and have db2jcc.jar, db2jcc4.jar, db2java.zip and db2jcc_license_cisuz.jar setup.

Not sure what i am missing here.
