Can EBS 12.1 to 12.2 be performed with database already at 19c?

We are looking at our EBS upgrade from 12.1.3 to 12.2.10 - and also the database upgrade from 11.2.0.4 to 19c.

There is plenty of info on doing a 11g to 19c upgrade where the users are already on 12.2.x - but I have not found anything on starting the upgrade when the database is already on 19c with 12..1.3 EBS.

The 12.2 tech stack install I have used for the upgrade tests so far (with 11G) would not not be PDB aware - as it predates the 19c certification with EBS. Is there a new install for 12.2 that will be PDB aware? Has anyone out there done this?
